Try the following: Shortly after starting the game and getting onto a character, check the time and run the following series of commands from the chat window:
/maxfps 20
/maxinactivefps 2
/showfps 1
Then play normally (although somewhat lower frame rate), and see if it lets you play longer before it it hits the slowdown. If you don't see a significant difference, try a more severe step, like /maxfps 10 or 12.
If the above makes a difference, there's a high chance that the problem is cooling or power. Make sure you've carefully cleaned all the various fans and intakes; graphics cards with plastic covers are notorious for accumulating lint and gunk under the cover and blocking effective airflow, for instance.

The above suggestions are good. If that doesn't work try turning off the DNS Client Service and see if that helps.

Thank you. After dusting out my computer. (which had a whole lot more dust in it than I care to admit) I went in and tried maxfps 20. I got about twice the "good playing" time and half the "laggy" time. So I tried it at maxfps12 and played for over an hour wit no noticeable difference. So I think that solved it. So...if I understand the post that means I am justified in telling my wife I need to get a newer, better, computer....right?

I used to play city of heroes on this computer (2+ years ago) and didn't have any troubles, I have not added any hardware (so far as I know.) I am using a cable modem through a router over an ethernet cable. When I noticed the problem I tried connecting my computer directly to the modem and I had the same cycling lag problem.
I have searched these (and a few other) forum reading every fps/lag related post I could find, and tried to implement some of the suggestions. I have made sure my drivers & virus scanner is up to date. I removed the huge mess of starting programs. The problem still persists.
I am fairly certain (read hopeful) that this is some simple thing that I am completely overlooking and somebody will point it out and we will all laugh. I cannot figure out what it is, but the game is almost unplayable in this manner, and also lonely since I can't team with people knowing that in less than 10 minutes I will be lagging for 5 minutes.
