Looking for help with DB/Regen build.

Hello, I've been playing with my first character - a currently 36 DB/Regen Scrapper - for a bit now, and I've started to notice a couple of issues, and powers that just don't work out the way I expected. With the free respec coming with I17, I was hoping for some advice, and answers to a couple of questions.

Would it be worth picking up and slotting full sets into Tough and Weave, for the relatively low defense/resist bonuses they'd provide?

Resilience and A Thousand Cuts both sounded good on paper, but in practice I find that Resilience doesn't give that much of a benefit, and ATC is a little too slow in the animation for my liking. Are they worth keeping, or should I drop them in favor of something else?

I've been having endurance issues - would putting more slots into Stamina and dropping EndMod IOs be a good idea, or is there a solution I'm missing?

I've got my build here, as best I remember it. I don't recall exactly when I took what powers, or exactly how they're slotted, but I do remember I've got a couple Shield Breaker IOs in Ablating Strike, and a 5-piece Doctored Wounds in Reconstruction. I'm pretty sure the rest is just SOs. Anybody willing to help out?
