Library Restoration Project - Four Arcs

Dark Astoria is a level 20-30 zone, why would this arc be 30-40 and then 40-50?

I played the first two of these arcs all the way through. It was fun enough. I got to pick on Hellions in the first one which is always a good time. The second one gave me a horrible oranbega map with a glowie hunt in that 500 foot tall room with the central rock column, not so enjoyable. The third arc I stopped playing when I got a map of Banished Pantheon and mission objectives that looked like another way of saying "Kill All." I might give it another try when I'm not so tired of being lower level and have the patience to fight Storm Summoning enemies without all of my kewl powerz available.
Library Restoration Project - Perez Collection (Mission ID 13088). It's low-level (8-12), dealing with gathering the collection taken from the damaged main branch that was once in Perez. Should go quickly with almost no problems...
Library Restoration Project - Hollows Recovery (Mission ID 328252). (Levels 15-20) There's been some evidence the Circle of Thorns hired the Trolls to help steal the collection, so you're bound to bump into some Orges and Calibans in some dark forboding caves. Library Restoration Project - When Astoria Fell (Mission ID 331736). Ambush City, Or: How I Learned To Stop Worrying And Love The Ambush - Arc #1043
Strife of the Grave - Arc #3409
Shift - Arc #529411
From: Troy Viator, former head of Reference Services, Paragon City Libraries, Eastgate branch.
Greetings and salutations.
As you know, a few years back we in Paragon City had a few... problems with our public services (mostly they were being overrun by forces of EVIL). During the catastrophe, the city's vast public library branch system - located in Perez Park, Eastgate, Astoria, and Woodvale - fell victim to rampaging and destructive forces. Darkest of which were the Circle of Thorns, who used the chaos to raid the shelves of the evacuated and crumbling buildings and steal nearly every book in our city's collection.
Most troubling of all were the thefts of our prized and secretive Special Collections materials... which as some of you know included certain... grimoires whose titles I dare not mention here.
Now that the troubles in Paragon City have settled down - sort of - to a routine and as rebuilding efforts for some of the more damaged city neighborhoods grow, I petition the city council this day for undertakings by... special volunteers... as part of a restoration project. I hope to reclaim the lost books and resources taken from our city's libraries and re-establish a public library system with new branches located in Atlas Park, Faultline, Talos, and Peregrine Island.
While the city debates the merits of re-opening a public library system, we can at least begin efforts to reclaim the lost collection. As I mentioned, some of the books from our holdings can be... dangerous... in the wrong hands. While we've been lucky over these years that the Circle of Thorns had been too busy elsewhere to utilize most of their stolen tomes, I fear that the day will come that the more unspeakable works in their possession will come to use. The quicker we can get our books back in safe hands, the better.
I thank you for your time, and if you have any questions do ask.
UPDATE:
The city has not yet agreed to a re-opening of any new library branches, as they argue that the city college system's libraries are open to the public. However, they have approved the plan for reclaiming the lost library collection...
To all those who volunteer, if you can head over to the nearest AE building, call up the mission listings provided here and speak with me - Troy Viator AKA @Witty Librarian - about the four projects I've got in mind.

Library Restoration Project - The Final Grimoire (Mission 333557). (Levels 40-50) The good news? It looks like the Circle tried moving the more important books from Paragon City to the Rogue Isles, so you got some travel time coming up. The bad news? This might involve the darkest grimoire left to be recovered... the fabled Book With the Blue Cover...
Lemme know how these play out. Danke, and good luck!
