It would have one chance to go off for each enemy in range when the power is used. I don't think it stacks with itself, though; if it goes off on two enemies you only get one build up effect.

Unfortunately, while you'd normally be right, Heraclea, you're not. Because Soul Drain has a base-line effect, it'll proc with 0 targets in the area... but it'll only ever try to proc once every activation.

But I routinely slot that in Invincibility on my invuln characters. There it has a chance to fire every ten seconds no matter whether anything is there for it to affect.

I am leveling a shield/dark tank and was going to put the "Gaussian's synchronized fire control chance for build up" in soul drain. Would it would it have a chance to go off for every foe it hits or for every time i use it?
