I was in the process of grabbing some screenshots when I went for the old standby and just reinstalled it. Seems to be working fine now, so I look like a fool for no reason. Durr.

So, here's my build and two of the big issues I see are 1) the mis-slotting of one of my Doctored Wounds instead of dropping both in the same power and 2) the wasted pool on flight. But, Hover is especially useful when soloing and it is my favorite travel power so I have a hard time deleting it for something else. Also, the levels I added powers/slots is a little screwy since I forgot to grab that data earlier. I appreciate you letting me impose on your generosity a little more.

Ok basic thoughts:

1. I'm guessing you made this build before ED . You're overslotted in quite a few powers (the heals, resurrect, and flight are the ones I see). Remember, more than 3 enhancements of the same type is a waste.

2. I wouldn't bother slotting defense debuffs in your attacks. The short durations mean you're much better off with Acc, Dam, Recharge and End Reduction so that you can keep a constant defense debuff on enemies rather than a strong one occasionally.

3. I'd replace the To Hit enhancement in fort with a second Defense buff (and add a third if you have a spare slot). IMHO the To Hit bonus from Fort is high enough without slotting but extra defense is always useful. 3 Membrane enhancements is of course the absolute best option but those are expensive.

4. Overall I'd say you're VERY light on endirance reduction especially considering that you're running a Stamina-less build. Admittedly you've got Recovery Aura but when that's down you're going to be sucking air unless the team is at low health. At the same time, go for what works for you.

5. The build is also a bit light for Accuracy, you're basically relying on the defense debuffs which can work well enough for even cons but against higher level enemies the reduced effectiveness of the debuffs combined with lower natural to hit changes are going to hurt.

6. I'd put a third recharge in Regen Aura so you can use it and Recovery together and you don't really need endurance reduction in a power you fire once every 4minutes. I'd also just stick with the just one recharge in Resurrect. If people are dying more than that, then the team needs to make changes (either in tactics or the difficulty level).

7. Defense buffs in Hover are of minimal utility, especially if you don't have any IO bonuses to stack with them. Also, you might like a Kismet: Accuracy IO in it. It gives a small to hit bonus as long as the power is running which will help a bit with the lack of accuracy I mentioned above.

Ok, that's what I can think of off the top of my head .

I took your build and tried to show which IO sets I would look at.
Keep in mind that this build is not on the cheap side either.

What you should look at mostly are the slotting in AB, Fort and your basic heals and blasts.
There are many ways to approach the IO sets, but this build will get your Auras down to 143 sec recharge (assuming Hasten is used right after you fire them off) and decently slots most every power. Take a look and see what you like and what you dont. Work some with Mid's and, of course, ask for help if you are unsure on certain slotting plans.

Personal note: My Empath is built along a "balanced" approach, so my buffs may not be slotted optimally for some tastes, and my offense may be over slotted to some. Because of this I dont have Rez or AP in my build and used those 2 picks to grab Maneuvers and Tactics. So there is more than one way to build an empath.

I just noticed that I missed Irradiate. Sorry was in a rush (heading out for work).
But its seriously underslotted, so you will want to consider adjusting slots around to get 1-2 more (at least) into the power.

Also, your basic endurance recovery is on the low side, due to lack of Fitness line.
Although, it is very possible to skip fitness on an Empath, I chose to keep the fitness line for the benefit it brings solo AND on AV fights. There is enough down-time between RA that you will wish you had Stamina during that time. You could go after more Endurance recover set bonuses to account for stamina, but it will create a tug-of-war with your +recharge bonuses and buff-slotting.

Good Luck, IOs were a little overwhelming for me on my first IO attempts, but MID's helped ALOT. You will wonder if you are playing COH or MIDS for awhile

Here's another IO build for thought.

Most of my defenders take Leadership, on my Empaths it's all but a given on anything but a strictly solo or other specialized build. Likewise most of my Empaths primary teaming builds don't take Fitness. I'd be very tempted to create a build dropping Fitness but including Super Speed and Recall for stealthing TF's. I'm also growing increasingly fond of Electric Mastery for the presence of Electric Fence ... very useful as a Sit! Stay! power for use on those AV's which seem to like to bolt all over the map when the team sneezes in their direction.

More than a few Cimeroran bosses on ITF's have died while stunned and on their backsides from OG+Cosmic Burst (stacked on)+Air Superiority
