Controller MM Ninja/Storm or Necro/Storm

Necro/Storm is a yummy combo you can debuff baddies to the floor with To Hit.

Merks have def debuff in most of their attacks, which is really sweet when you're trying to use gale on them, because it's virtually guaranteed to hit when you've debuffed their defense, plus you have a thematic justification to try out group fly.
