Fire/Energy/Fire Build (critique please :D)

Now that I've finally gotten back into the game a bit, I decided that it was time to revamp my build. Given that PvP is a pile of crap these days, I decided to roll with a PvE build. I've done a bit of research and found that I needed to be shooting for soft-capped (45%, right?) Ranged defense, and as much AoE defense as possible. I think I came up with something that I like, but I want as much critique as possible before I drastically alter my character.

Well my first question is, do you need both SS and SJ, is that character specific? If not you can save at least one power choice right there. Also unless you're just totally against it for your character, I'd recommend dropping Flares in place of Fire Breath. A Fire Breath/Fire Ball combo will roast most mobs (especially if you use Aim or Build Up with them), and Flares is a pretty subpar attack to be quite honest... Also Boost Range is an odd choice, especially since you don't have Fire Breath. A simple range enhancement in Blaze puts it pretty close to your regular attacks, and with IO's you can easily make it the same.
