Recharge and Call Reinforcements

How much global recharge is needed to have perma Call Reinforcements, assuming it has a set of Recharge Intensive Pets in it? And Hasten too.

Convieniently it's exactly the same as the recharge required for perma-hasten. Both powers require 275% total but you get 70% from hasten and ~95% from slotting (I'm assuming the recharge intensive pet sets ED cap recharge, I haven't actually checked) so you'll need about 110% recharge from set bonuses. If the recharge intensive pet sets don't ed cap recharge you'll need either mroe global recharge or to change their slotting.

It took 178.75% recharge to get Call reinforcements and SUmmon Arachnobot Blaster to just under perma. (like 5 seconds of downtime on blaster, 2 secs maybe on Call reinforcements).

The recharge intensive pet sets actually don't have that much recharge in them. Assuming you want the 4 piece bonus, I usually go for all the pieces with recharge, the acc/dam, and then I add a normal recharge and normal damage IO. Assuming level 35 IOs, that gets you about 92% damage and recharge, and you have the 6.25% recharge bonus. If you want the 6 slot ranged defense bonus, then you will end up with about 60% recharge in the power.
