In case other readers find that cryptic or not very informative, that means the combat attributes are right and the status icon information is wrong.

Is it bugged? when right clicked in active buffs/toggles section it states that it provides +whatever mph run speed but in combat attributes it is much, much lower something like a pathetic +5mph which is supposed to be correct? I haven't bothered with it on live so i don't know if theres a number difference there.
