Well i dunno if it's just that lowbie villain side sucks or what but the last 2-3 nights i've begged in Broadcast for teams in PO and Cap and nothing. I just transfered over here from Protector last weekend so I dont know any of the global channels that are used over here. I had no issues finding a team Hero side however on my 50 Warshade.

I dont see as many lowbie villains running around anymore. Your best bet is maybe to go to AE in one of those starting cities and try to find a team there. Or solo some of those missions. Most of the people I see on villains these days are 50s.
