The game can't run without registry information, which your second user account does not have, thus it's trying to install the whole game.
Copy the updater to a new location. CohUpdater.exe - for instance, the desktop. Run the updater from the new location. Tell it to install into the current location. Let it do its thing. Delete CohUpdater.exe and the files it creates in this process when you're done.

I have Windows XP, and i was trying to set up a second account XP account/ID on my PC with limited access, for a family member to play my second CoH account.
The second XP account is working fine, except that when i try to run the CohLauncher program from the program files\city of heroes folder, it wants to do a full patch install, instead of just launching the prgram.
What am i doing wrong here?
