You can't lower the endurance cost of the crash, you will lose 25 endurance no matter what.
Slotting one level 50 Endurance IO will lower the activation cost from 5.2 to 3.6, so yea it's pretty much useless.
If you are slotting set IO's into rage, then go with 5 Adjusted Targettings skipping the To Hit Buff/Endurance one. If not, then just 3 Recharge IO's but you probably know that heh.

Do endurance reduction modifier enhancements in Rage only decrease the cost to activate the power, or do they decrease the endurance crash at the end as well?
If only at the start, it's probably close to useless. But if it helps at the crash, I'll have to adjust my build.
