Terrax: Tri-Form Peacebringer for all seasons

Main Role: Scrapper Damage = Medium Defenses = Medium Questions... - Since this is a Tri-form build and White Dwarf is essentially my damage sponge, should I bother with the number of shields & Tough? - Human forms survivability comes from the shields and healing, so it is always a good idea to have more as long as you are not sacrificing anything - I'm tempted in getting Pulsar for a bit of control, but unsure on which power to replace it with. Any suggestions? - Not sure. Right I have had a look at the build and there is quite a bit I would do differently actually, though it has been so long since I looked at PB's that the level of resistance you can get impressed me greatly.
Anyway:
Glinting Eye - Check if you will actually use this power, if you will it might need more slots, if you wont then save yourself a slot.
Bright Nova - Aside from the set bonus' you are not actually getting much benefit from all those slots. Personally I would leave the performance shifter proc in the base slot, you can use the other 4 slots to add an endrdx into each blast - it will save you loads more endurance in a fight, which is when you really need it.
Reform Essence - This adds to your survivability in a big manner (As you can imagine a 50% heal would!), I would find a way to get both the heal and recharge ED capped.
Solar Flare - I don't know how much you use this power. It is an awesome power, or would be if it wasn't for the KB. Personally I would slot this with fewer slots and add the spare slots to the single target attacks, because you will be using them more often. Depends how often you find yourself using this though.
Photon Seekers - To me these are a very important power and deserve more love, particularly more recharge love.
Kick and Brawl - Save yourself a few million and don't bother slotting this, unless you actually use either?
Hasten - I would have taken this much earlier.
White Dwarf Sublimation - This is what keeps you alive and I would try and get some more recharge into it.
I know it isn't always easy to follow advice like this, since it is generally - find more slots - but I would see which powers you use the least and try and take the slots from those. Although you will have saved a few slots from Nova and Solar Flare if you followed my advice.
Edit: All the above is nitpicking by the way - it does look like a good balanced build. The Nova slotting and the slotting on the heals is the only thing I would say is important to change.
Edit 2: I can't really see any place for Pulsar, or more strictly I can, but I can't see enough free slots and without good slotting I wouldn't bother with it.

I have an abundance of Hami-O's after I respec'd my all Hami-O Rad/Rad def the other day. So have a fair few nuclous exposures to pop into.

Can perhaps squeeze a bit more here and there, but with the changes the decreases are very small and increases are quite good.
Regen = -6% (about 2sec slower regen)
Max HP = -0.4% (only about 4hp)
Hasten = +11.3%
Acc = +7%
Dmg = -1.5% (only a difference of about 1-2hp dmg).

Hasten >>> Moved up to lvl10. Ended up moving Thermal Shield to lvl14 and Quantum Shield to lvl47 since won't encounter too many mobs with En/Neg damage until later down the levels.
Pulsar >>> Replaced Restore Essence.
Reformed Essence & WD Sublimination >>> Improved Recharge times by 8secs
Solar Flare & WD Flare >>> Released Solar Flare slots and placed into Photon Seekers. Keeping slots on WD Flare since there's only a few attacks in there anywho.
Photon Seekers >>> Now my highest damaging attack by a long shot. Wasn't intending to use Purple sets, but the bonuses Soulbound provides was just too sweet to pass. Thankfully I have one recipe...just need to get the other 3!

My Peacebringer has been collecting dust over the past couple of years and I've had an urge to start playing him again. Terrax currently has a SO'd Tri-Form build, but I'm looking to get him spec'd up for a new age of illuminescent fun.
Essentially Terrax is an offensive character that utilises all forms dependant on the situation. Therefore rather than making one form stronger than the other, I wanted him to be capable of performing regardless of the form he is in.
I'm no expert in this, so I've been trawling through a number of recent posts looking for other Tri-Form PB builds. Unfortunately I haven't come across many, but have applied some of the principles from the few I've seen.
Check out the build if you could. I've included some of my own points and questions. I know there's some places which maybe I could improve on and would be happy with any constructive suggestions.
