Played City of Heroes back during Invulnerabilities hay day back on Champion. A friend gave me his account (to much a full time raider in WoW) and I must say he has some impressive toons. Have a few questions however if anyone would be kind to give me some tips;

1: Account has a MA/SR scrapper. Are most scrapper types still getting into the fighting power set for tough and weave?

2: Has a level 22 Willpower/SS tanker. same as above

the last question pertains to all powersets available for scrappers. I've noticed that Body Mastery has been changed to accommodate a new Stamina type ability similar to the one in the fitness tree. Does this actually make the fitness tree redundant then?

I picked up the Fighting pool on my willpowers not my SRs. Can cap def pretty easy with SR and sets. Then your only concern is occassional healing (or comparable regen). Willpower is nice without fighting but awesome with it. Especially on a tanker.

Don't know much about Body mastery but rarely do I find +recovery +regen powers to be redundant. If you can spare the power selections, probably wont hurt you to grab both.

Body mastery definitely doesn't replace stamina. It's half as powerful as stamina, and it's not available if you exemplar very far.

And I'd suggest fighting pool for both of those characters. Willpower tanks with fighting pool simply don't die, and super reflexes defense caps very easily with tough/weave. (though as buck pointed out, it's possible to do it without the fighting pool)

for /SR you'll get better damage midigation with the medicine pool after your positional defenses are soft-cap'd (45%)... something that can be done without the fighting pool. As for WP... The fighting pool is a better pick IMO, especially on a WP tank. Is it needed? no, but it does make you very tough (no pun intended) to kill.

The power in Body Mastery you are thinking of is Physical Perfection. Though its a nice power, it is not a replacement for Stamina and finding room for it in a build can be difficult because it has a pre-req.
