Divine Avalanche -> Gambler's Cut -> Sting of the Wasp -> Gambler's Cut. So no knockdown, and that's why the DPS is lackluster. But that let me fit in The Lotus Drops, which I decided I wanted more than the DPS in this case.

Well, actually it was Broadsword/Dark, but that's just semantics, they're so close to identical as to be interchangable.

I went with OGloom simply because I didn't have enoug spare slots to make Cloak of Fear worthwhile. Well, and my end drain is bad enough with 9 toggles and a barely end reduced BS attack chain, so I didn't want to burn end on something that I found to be that unreliable.

The second build I posted in the thread is the one I went with. My live build is still a bit short on AoE defense because I ran out of money before I got the Zephyr KB protections.

I give up some DPS and HP, but I've proven my build to pull off the RWZ Challenge with no problems at all. Can probably solo AVs with a decent success rate too, but I haven't tried it yet.

Oh, and at this point the damage I take from OGloom is just about the only damage I'm taking in most non-insane situations, so it's not a problem.

Hmm very odd, well I have no DA scrappers high enough level but as of right now on live I just confirmed it does work that way at least on a Level 50 Defender (Empathy/Rad Blast)

Lvl 1 Hellions Your Oppressive Gloom drains you for 18.04 points of damage to keep your opponent Disoriented!

Lvl 20 Warrior Your Oppressive Gloom drains you for 12.53 points of damage to keep your opponent Disoriented!
Hewer Chops you with his Battle Axe for 0.87 points of lethal damage!

Lvl 40 Nemesis (think they were lvl 40 not 41) Your Oppressive Gloom drains you for 6.11 points of damage to keep your opponent Disoriented!

lvl 54 Rikti (ouch!) Your Oppressive Gloom drains you for 1.46 points of damage to keep your opponent Disoriented!
Advanced Drone shoots you with a Drone Blast for 157.93 points of damage!
You have been put to sleep!
Chief Soldier shoots you with a Rikti Rifle for 523.58 points of damage!
(only thing running was OG and Super Speed ... died rather rapidly :P)

So both working as intended or is one a bug?

Hmmm. Well, it might be an intentional difference by AT, but it sounds more like a bug. I mean, if they wanted it to do more damage to you in some situations, I'd think they'd want you to take more damage keeping uplevel enemies stunned rather than downlevel enemies.

That's almost certainly a bug. We went through a phase where powers that were not supposed to scale by foe level did so (for example, Soul Drain's +damage). I'm guessing that this power was overlooked in the pass where they fixed that because it's in an out-of-the-way place compared to the versions in primary or secondary powersets.

I would /bug it in game and then PM this info and the Incident number to Arbiter Kim and/or Castle.
