Kat/DA build
DA is very, very end heavy as I recently found out with my Spines/DA. I'd suggest slotting as many end reductions where posible.
Also, Dark Regen needs a look at, baring in mind you can fill ur green bar with just 3 enemies around you when unslotted, you really dont need any heal enhancement, more recharge, endurance and accuracy.
In fact just take a look at my Spines/DA build to get a better idea of ideal numbers. Although, bare in mind its a budget build, so you can splash your cash on some more expensive IOs. Dark Regenerations slotting (courtesy of Santorican) is pretty much optimum though.

I'd say it's quite good overall. Very nice positional defense, though when you're that close, I'd suggest going all the way to the soft cap. Healing in Dark Regeneration doesn't bother me, as you aren't always surrounded, and don't always hit. I think of it as worst case scenario insurance. But it shouldn't come at the cost of recharge. Death Shroud is woefully underslotted - it's pretty much your best attack, an AoE with NO activation time that costs no more endurance than your single target attacks. You're also going to have trouble hitting uplevel enemies with no Kismet unique, Tactics or Focused Accuracy.
Since you're looking at an unlimited budget, let me toss out the current state of my plan for my own Katana/Dark. I'll mention one of the more unusual choices in it, which was to skip Soaring Dragon and Golden Dragonfly in favor of a Divine Avalanche -> Gambler's Cut -> Sting of the Wasp -> Gambler's Cut chain. It loses 10 to 15 DPS and knockdown, but saved a power choice and associated slots, allowing me to fit in everything else I wanted. I considered it a reasonable trade.
As for endurance usage, it isn't sustainable with all toggles going. The build will last about six minutes if all the procs fire at an average frequency. However, dropping Death Shroud (to avoid killing Dark Regen fodder in an AV fight) or Cloak of Fear makes it sustainable, again if the procs fire at an average frequency. In normal fights with inspirations allowed, I'd be spamming The Lotus Drops and using up a lot more endurance, but also getting and using blue drops, so I'm guessing it will be fine.
(Edit: Ignore the levels at which powers are taken. Cleaning that up is the last thing I do.)

I have 2 diffeent builds posted in the thread, the second one is the better of the two. I went as cheap as I could while still achieving softcap, so I was pretty happy with it. I based it off of Werner's build, but he has apparently changed his since then.
Kat/DA and BS/DA are close enough to identical for toon-building purposes that it doesn't really matter which one you have.
