Worth it to slot mez powers?
I wouldn't even take Cobra Strike - its PvP damage is terrible, and Eagle's Claw does the same thing with a lot more damage, shorter recharge, and higher crit rate. In the case of EC, I'd slot for damage since the most you'll do with mez on a Scrapper is drop offensive toggles or possibly give teammates an extra second or two to get to a target.

It really depends on what you're building for - on my dueling Doms/Trollers (and offense-minded Trollers as well) I'll slot a combination, usually 4 Devastations and 2 Lockdowns for the set bonuses and enhancement values. Note that adding even a bit of hold duration via enhancements goes a lot farther when the base duration is 4 seconds instead of 2 seconds. On my Mind/Emp, though, I've got Dominate six-slotted with a hold set, because that build is purely defensive- and support-minded. Powerboosted Dominate, when slotted for hold, can take a squishy out of a fight for upwards of 10 seconds or a melee character out for 6-8, which might be all the time I need to get out of the situation (if that character is attacking me) or get a teammate to help me out. Likewise I'll use that slotted mez to hold a target in preparation for a damage spike - generally if the damage spike is coordinated they'll be dead before the target wears off.
For non-control ATs, there aren't many powers that are designed specifically to mez that also do very little damage (for example, Defenders get Dominate in Psi Mastery, which should probably be treated like an attack, while Blasters get Screech, which should be slotted for stun since its damage is negligible at best).

I had some old Hami-Os that I was not using and thought to put them into an PvP build for my MA/Regen. Specifically speaking, I have a Peroxisome Exposure and maybe 2 or 3 Endoplasm Exposures.
I know that mez effects drop significantly against PCs (looks like Cobra Strike's base stun duration drops from around 12sec to just about 2.3sec). Normally, I wouldn't bother slotting for mez effects, but since I do have these Hami-Os, would they still be worth it, or should I say them from another toon?
