There are at least two things that seem to be universal in PvP, and those are +recharge and +to-hit.
The good part about /regen is that +recharge helps makes the set strong, since all its click powers come up sooner, and also provides some synergy with the primary set. Most other secondaries don't get as much benefit from +recharge as /regen does.
For actual build items, get at least Tactics into your build (probably also get Assault as well). Also get Focused Accuracy/Targeting Drone from one of the Epics if you can fit it in and can manage the extra end consumption.
Work toward a more burst damage offensive than planning out optimal DPS chains.
I'm can't help with actual builds, but you could also find more PvP specific information from the PvP boards. Questions about specific powers and combos could still be answered here, but most do have more of a PvE slant.

Quick basics for primary and secondary:
Primary powers: Scorch/Fire Sword, Cremate, Incinerate and GFS.
Secondary powers: All but revive. Resilience is arguably skippable, but I've got it on my BS/Regen for duels (which I participate in often).
Slot Recon, DP and IH with 5 Doctored Wounds (all but Heal/End).
Slot melee attacks with purples, CI's and Mako's (try to include a damage proc in each attack!).
Slot PBAoE attacks with purples or Oblit's (try to include a damage proc in each attack!).
Slot Build Up with two AT's (Rchg and ToHit/Rchg).
Slot MoG with two recharge reduction IO's and two LoTG's (7.5% global rchg and def/rchg).
Recommended pool powers:
Speed - Hasten and SS
Fitness - Hurdle, Health and Stamina
Fighting - Boxing/Kick, Tough and Weave
Leadership - Assault and Tactics
Concealment - Stealth and Invisibility
Recommended Epic/Ancillary set:
Body Mastery - Focused Accuracy and Laser Beam Eyes
Weapon Mastery - Web Grenade, Shuriken and Targeting Drone
Build for +Recharge, +HP and additional resistance. Damage will be fine if slotted well.
