Recharges are useless since the phase nerf... you can't use it any faster than the default recharge. Heals are good as they allow you to heal faster, and therefore spend less time in hibernate. End mod would have the same effect if you're using hibernate for endurance, but energy absorption should take care of that in most circumstances.
Use Hibernate as a place for IO sets that you want benefits from. The sets you can put in will buff regen/recovery (depending on what you put in) enough that you'll heal up before Hibernate shuts off. And, as noted above, enhancing it for recharge is useless. So until you find a set you want for it, maybe just stick one Heal IO in it and use the slots elsewhere as you look for the IO set you want in it.

I'm about to respec my Ice Tank and wondered what the best slotting is for Hibernate after the Phase Shift nerf.
Currently I've got 3 recharge IO's.
