Tactics are for those who do not have a big enough hammer. Wisdom is knowing how big your hammer is.
This is my build, not sure if it would actually help you seeing as how your a hover blaster and I'm an in your face AoE monster. (I still don't have any melee attacks, but Drain Psyche, PSW and Fireball are my opening salvo, while I close with Psyscream and jump back into melee for another PSW and Fireball). This final build was built for high level teaming in mind. FWIW World of Confusion is good to slot the purple confuse set (not sure if it's still as cheap as it was, note that the Purple immobe set was also cheap when I bought it, but might also be expensive now). I will say that w/SS and celerity I will run into spawns and they will get confused and deal miniscule amounts of dmg to each other, but when they get confused I'll hit DP and then begin my attack. It gets me a 1-2 second window to start my attack agro free. I could also see giving it 1-2 Acc/End IOs and then proc'ing it out, that might put out some decent dmg, but I've never tried it.
Oh yeah, I slotted for Global Dmg (to far exceed the ED cap on my AoE's and +Rech, Drain Psyche is damn near perma. I wasn't looking at self safety too much since this was built to be THE AoE dmg dealer for lvl 50 stuff (ITF/STF and to accompany on SG farms.)

Sure, the devs are supposed to listen to their customers, mister business 101 out there. And if I decide to start suggesting that the devs change the game from being about superheroes and supervillains to being about clowns that is my right as well, and technically Paragon Studios is supposed to pay attention to me. But I hope strongly that they assume a meth-head somehow managed to hack into my forum account and make paper airplanes out of my posts, because I hope they recognize stupid when they see it. I assume they will recognize futile just as accurately.

So my new favorite of the week is my fire/mental Blaster with all his AoE love he dishes out hes been real popular in groups as of late, however he could probably be a bit better. Things Im wondering.
Slotting World of confusion, is it worth it? it seems to not really do anything much other than make me look like a floating grape. Ive never seen it once confuse a mob, and the damage dosent seem to be worth keeping it around. If slotted how many and with what?
I skipped all the melee powers in /mm and the build Im going for is a defensive build (I tend to pick up alot of aggro even managing my own) so i can survive if something gets in my face. Im also a hover blaster, so will skipping these attacks make life more difficult?
Example builds, I would like to see a few just to get an idea of what people are doing with this combo and to see if I am on the right track (Or get an idea of what I want to do) as far as slotting and what levels to take powers. Im going to be exempting a few times in order to do TFs I missed and Orub missions. Currently in my ranged attacks i have 5 slotted thunderstrikes soon to be 6 when i get some free slots (For the ranged def), hover is 2 slotted with Universal travel IO's for its ranged benifit with the third slot waiting on a Gamblers 7% recharge, Fly will be three slotted to include the full universal travel set, Targeted AOE will be 5 slotted with Positrons, both the "Aim' and "build up power" (I forget their names) are 3 slotted with Adjusted targeting for the +2% damage and the resist, I have no idea how to slot the drain, though Im thinking one of the targeted heal sets (its much cheaper than my first choice)
Anything Im missing? I dont want to get into purple sets atm because quite frankly the thought on the cost of those gives me a head ache (Not that i wouldent want them but damn..)
On a side note this blaster is fun to play...
