Log back into your NCSoft account and look to see what the name of your CoH game account is. That's the name for logging into the game. Click on that account and then chose Change Password. That will change your log in password. Then use the CoH account name and the new password to get into the game.
Make sure Cap Lock isn't on and you type everything in case sensitive.

Check to make sure you aren't trying to use the NA client with a Euro account or the Euro client with a NA account. The way to tell the difference is that the North American game files are named cityofheroes.exe and cohupdater.exe. The Euro files are named cityofheroes.eu.exe and cohupdater.eu.exe.
Second Possibility. Make sure your password isn't over 13 characters long.
