A good starter AT for PvP on the blue-side is /Regen Scrapper. I say this because you'll be pretty sturdy and be able dish out a decent amount of damage as well.
You could try a Blaster which will allow you to dish out a lot of damage, but if you don't know what you're doing you might get your butt kicked quite a bit early on and get a little discouraged.
As for builds...do some research at City of Data (coh.redtomax.com/data/powers) to see how drastically the same power differs from the PVE realm to the PVP world.

Looking for what would be good for PvP and PvE(as in using my 1st build for PvE and 2nd for PvP.) Preferably fun to play, and wont get my *** kicked by the 1st oppponent I fight.
