So, best way to slot Carrion Creepers?

From what I've read, its 1 Acc, 2 Dam, 2 Rech, and the Impeded Swiftness Proc, which I guess can go off often for some reason?

Only problem is I read a guide that said which of the 3 damage procs that it can take work the best, but I dont remember which one, I think it said Impeded Swiftness chance for Smashing, but still, verification would be nice.
