Yes, some bright spark decided that dayjobs only count if you stand where they want you to as well, rather than doing the sensible thing and just making it "inside" the building.
I am not totally sure, but the icon goes off in Wentys in certain spots too.
This means that just standing in the job place doesnt mean you get the badge as this character is now only half done whereas the others done at the same time are now complete.
