Take a screenshot ingame by positioning the camera then whapping Print Screen. Then go into (Assuming you intalled CoX to the default folder) C:\Program Files\City of Heroes\screenshots and open your screenshot in your Image Editor of choice.
Cut the face out (Go for a prefect square selection), paste it into a new image and scale it to 80x80 pixels (ideal because any other size and the forum will scale it on the fly, which tends to look horrid).
Now save it and get it hosted (get a photobucket.com account if you need to).
Then go into "My Home" (The link's at the top), find "Personal information, email, password, etc." at the bottom of the page and click "Edit" next to it. Then just enter your password and paste the URL of your avatar into the text box near the bottom, making sure the "URL to your avatar" radio button is selected, and finally click Submit.
