I've seen this implemented in a now rather old offline game (namely Bethesda's Morrowind) and it worked beautifully in that. Not sure how technically difficult it would be to work it into an online one though, but here goes...
Targeted Teleporting would involve the use of 2 powers; Set Mark and Recall Mark. Set Mark would mark the position the player was currently standing as a place to be teleported to at any point in the future, and it remains in place until the player uses Set Mark in another place, at which point the new marker overrides the old one. Recall Mark can then be used to teleport to that position at any point in the game.
Example: You're doing the Seer Marino chain of quests, which involve flying/leaping/jetpacking in and out of that chuffin' fort for each quest.* So instead, you cast Set Mark whilst you're standing in front of Seer Marino. You go off and do her quests - and then each time you want to return to her, you just hit Recall Mark and you are instantly teleported to your Set Mark position in front of her. Then, when you want to set a different place for your Recall Mark, you just use Set Mark somewhere else, which overwrites the Seer Marino mark and instead recalls you to the new target location.
*Okay, I have just realised this is a bad example, since after a while you can just call the woman on the phone so it's not that much of an issue anyway... but I still think it could be useful. You could set a location for the Tailor/Facemaker for instance, without having to trawl through the relevant city every time you wanted a costume change. And being only able to set one point at a time would not make it too much of a game exploit for, say, vamoosing out of tough missions or something (no more so than the Pocket D VIP Pass anyway.)
