If you just Team alot you will always help others and yourself in lvl up.
To Pl you doenst Hit your Intention to help simply because all Lvl Players needs your Help mostly the low ones. The High Lvls doing better solo.
Also if you help low Players you gather Batches and Influence to outfit your Powers better, having Sos in your Powers increase your abilitis so much, it woud be a shame not to have them

As a Emp/Rad I would say keep teaming and you will find people you have teamed with will seek you out.
Go for IOs rather then SOs saves a lot of inf.
As for build go for all the emp powers you won't be attacking much. If you go for an epic Psi is good.
You might think about stamina also.

Hi there! Some of you might of saw me flying about on my Emp/Psy defender earlier today. She is lvl 26 and is called HealingGal, but I need a very good build
1 that will give me maximum heals and Fly pool power. Not fussed on Epic Set But need all Emp Powers. IO's or SO's doesn't matter but I intend to team ALOT!
