IOed Kat/Regen (General PvP)
(i) By my reckoning Dull Pain is just short of Perma and only while Hasten is up.
(ii) Looks like a Sirens build, but no +Perception by 30 (Stealth + IO = Perma invis villains).
(iii) Impervious Skin +Status Resist IO is no longer a unique +30%, it's now +7.5% and stackable.
(iv) Regen in Integration, Healing in Reconstuction and Healing in Dull Pain are not capped.
(v) You only have two attacks in Sirens, Neither of which has capped damage (especially exemped in Sirens).
(vi) Divine Avalanche is far from optimal slotting, less than 50% of ED's +defense, no +damage.
(vii) No vertical travel power in Sirens?
(viii) No healing enhancements in IH
(ix) Golden Dragonfly isn't capped for damage % either
(x) No Flashing Steel/Lotus Drops. LD is pointless except vs Stalkers... but FS is a decent ST attack...
And finally...
(xi) It's Katana, not Broadsword...?

IIRC you need a little under 110% Enhancement to hit the 100% ED "Cap"when exemped to level 30 (Sirens).
Looks very good, can only say one thing:
if this is for PvP, then why don't you slot your attacks with at least four Mako's Bite enhancements? That set bonus will grant you a total of +9% damage, and isn't that quite important for PvP? The burst damage?

I couldnt understand why youd think it looked like a Sirens Build but then I realised I left the enhancements at level 33 on all the powers available in Sirens Call just to see how the percentages looked. Its WB all the way baby! Should be level 41 for anything where a Set Bonus applies and 50 for the rest. This should sort these points below.

I wouldnt see these Villains anyway, even with Tactics on, may still be worth getting earlier but that might mean getting Stamina earlier to and I dont think I can fit all 3 powers in pre 38.

Im debating whether to drop it, which is probably the reason I didnt give it much love when slotting. I do love the power a lot, but find that when Im PvPing I never use it unless its a 1v1. The only times I notice this power is when getting ASed while mid fight with another opponent in zones, the AS always miss and makes me look awesome, I may keep it just for that lol.

When slotted with 3 lvl50 IOs, its only a 198% increase, and Id say its not worth slotting. 198% might seem a lot, but if you compare to the 800% what IH gives on top of the 700+ regen you already have in an IOed build, I can find better us for the 3 slots. Saying this, in my build Ive put a slot on Rest for the +12% regen bonus, if I put the slot on IH instead Ill get more bang for my buck and keep the 12%. So yes, maybe IH is worth slotting more for the bonuses now IOs are around. Last time we spoke about IH on the Forums, you where the one saying no Heals! Lol

With the 2nd build (pasted in this reply) Ive done Soaring Dragon recharges in 3.99seconds without Hasten and has a cast time of 2seconds. With Hasten up its 3.04seconds.
Golden Dragonfly recharges in 5.52seconds without Hasten and has a cast time of 2seconds. Hasten up its 4.18seconds
Without Hasten:
SD > GD > SD > SotW > and repeat
With Hasten:
SD > GD > SD > GD > SD > GD > SD you get the idea of what Im aiming for here :P

Well, the problem is that although you won't see stalkers regardless, all the other ATs can get perma-invis now with a stealth io + one stealth power, since that'll always put them at their stealth cap. One +perception power will always make them visible.
It's not that noticable right now since the stalkers are driving the prices of those IOs up crazy high on villain-side, but you're going to hit a point in zone PvP soon where if you don't have perception you're going to be severely gimping yourself.
Heros have it a bit easier than villains with Clarity and Clear Mind available in Sirens though.

This is true... but with IOs you only really need a single slot extra to get the full benefit of it... and you can rack up the Numina Set Bonuses in IH just as easily as in anything else!

New build looks nice... but I'd still yank that IO out of Brawl and slot IH with 3 Numinas, 2 Miracles...

By my calculations you have a 36 second downtime for Hasten. This gives a worst case 7 second Dull Pain downtime ( when Hasten's downtime coincides with Dull Pain, ie most of the time ).

It's my PvP build for Live Server which is the reason for Revive. I got Maneuvers instead of Assault for the LotG, I can make do without the damage and if anyones taunting me then thats a good thing... means theres a free Blaster about lol.
I know a lot of people are talking about perma Hasten, but I think with almost any alt you attempt to get it with you'll be sacrificing on powers and slots in the rest of your build. I've got enough recharge for perma DP (I think) which was my main goal, as then I could completely slot for Regen and ignore the +max HP Bonuses as I'll already be at the HP Cap with my Accolades and the small bonus in HP I got from my Katana Set Bonuses. Ive only got 3 proper attacks but with the recharge slotted in them, Hasten, and set bonus recharge, I should be able to cycle them nicely.
