nice build..tho...3 damage on rain of fire?:/ (its better to use as slowdown) (tho with the abilty to combine it with BU and Aim it might work out:P)
I also find superspeed a better travel power for blasters then teleport..even more if you go the blapping way:P
also an idea to skip stealth for grant invis..trying to fit combat jump into your build can also safe your life:P
AND
...flares at lvl 35?..conserve power is a much bigger must have^^
I got superjump at the mo, which i tend to have on all time in battles jump over the mobs and drop my shots in 
seems to work well, not really a big fan of superspeed TBH
Aye superjump is the best power imo..but was just checking which powers you could fit in:P
Please Please lose flares, its an awful power. Long animation time in which you can use fire blast and some other power. And as said at 35 there are Much Much better powers available.
