You need two different SGs with bases (obviously 
).
The attacker needs a TP room with a raid teleporter.
The defender must have at least two anchors.
Then someone with a rank high enough in the SG must defy someone in the other SG to be raided (you can do it with the contextual menu if you meet eye to eye or with /raid_invite xxx otherwise).
Then participants-wannabe must register for the raid. They use the SG window. Click on "raid" and register for the raid.
Five minutes later, the raid starts, and the attacker must jump into their raid teleporter. They appear in the defender base and the fun begins.

At the moment you can only do instant base raids (this is where afterwards everything goes back to normal - anything destroyed reverts back).
In summary to do a base raid you need another willing sg. To do a raid on them you can either meet up with them (they have to be the leader or a person with base raid rights) and right click on them. This bring up an option to challenge them to a instant base raid. You can also type in /raid_invite (enter there name) Max and it should send them a raid invite (this mean you be raiding there base). Once the raid invite has been accepted you have 5 mins to get everyone to join the raid. Click on super (brings up your supergroup bit), click on the red tab called raid and finally click on join.
To raid them your base needs a raid teleporter installed. If you haven't got one then you are limited to defending your base. You need to place anchors around your base and defend them with your lives. Once all but 1 is destroyed its game over and the attackers win.

Btw, it seemed possible to place pylons in a instant raid too, I dunno if they award victory as well even if there is no vault. For defenders wiping all attackers out simultaneously seems to count as a win too.

I don't think so. The last time we were raided, the attackers stopped coming because they were, well, disgusted (their team was far to be optimum). And we didn't get the victory immediately.
