IMO, I.Heart.Spines 
Think about it, there's Impale (Ranged), Quills a toggle PBAoE (Damage), Ripper an awesome looking move and good damage. So it's pretty much balanced.
Want damage? Take a Broad Sword, damage monster. Parry is good with SR!
Martial Arts - Well, Clex my CoH main, is really really boring, MA is so dull, he's about to go to retirement. So I decided to go to the villainous side, and made a Spines/SR stalker.
Katana - Divine Avalanche is good with SR!
Dark Melee - Well - ask someone else, haven't had much experience with this. Good for scraptrolling!
Claws - sorta like spines IMO

As a super reflex you out of all other scrappers will be the squishie blaster so a set that will cause you to be hit even less (of which claws isnt one imo so for anyone considering please take your pick of all the others).
