Cap Au Diable, you can get here from Port Oaks, when you get into Cap, open up the map and you will see it on the far left, it's the only $ sign out there.

Anyway there's also one in St Martial, but you'd be better off as Lv 30+ before setting foot in that area.

the tailer shop in cup has two tailers in it the femail in the north west corner of the shop gives you your second costume slot for lvl 20 and in the north east vorner there is a vampire looking bloke that gives your 3rd costume slot for lvl 30 and the last shop in st maritals is for lvl 40 and your last costume slot
