To level you just have to find a trainer. There is one in most of the zones, but if your at a loss to find one just head to Ms. Liberty in Atlas.
Around lvl 13 you should try either Atlas, Skyway or Steel.
In steel the trainer is near the centre of the map, in front of a giant statue.
In skyway the trainer is about 200ft from the Yellow Line train station, in a little "park".

If your missions are too though you might be playing on increased difficulty. Try to set your reputation to heroic at a hero corp field analyst. they are usually near your trainers. You should never get missions that are too though for a scrapper on heroic.

Did you by any chance find that at level 13 your contacts didn't have any more missions for you and you were inexplicably getting the [censored] kicked out of you by blue a nd white mobs on a regular basis, or was that just me?
Might have been you lol, I know I struggle with white mobs with one AT, but another one I can take several of them on.
I know I spent a great deal of time in the Hollows up to about 15 or 16, getting into teams of at least 5, that really rakes in the experience which was why I spent so long there. After that, Steel Canyon was my playground.

no no ur not the only 1 i found it hard from 11-14 then i found flight and i get more grps now then i did
I'm not far enough along with any toon in CoV to know if this exists but I would love to see a mission where the description was "Oh no, Frostfire's been arrested for the Xth time today - you have to bust him out!" followed by a "Kidnap Estate Agent and make him give Frosty another free warehouse". It would really help to tie up loose ends for me!
