BASES: who can and cant?

I just want to clear this up. My SG is comprised of two memebers with COV/H and 3 with only COH. Is there a way all can enter the COH base we have constructed? seems strange not to let ppl enter a base. not asking for them to be able to construct it or anything?

Nope, you need to have CoV to enter the bases - just as the prompt tells you when you try to enter the base portal.

Well that allows you to deny entry even if they had cov.. ^^
