Client loading error problem

The problem is solved.
Apparently upon re-installing windows Microsoft thought it was 2109 instead of 2009.
So my Parent "Program Files" directory was wrong.
Why NCSoft couldn't of caught that from the error msg (see pic in origina post) i'll never know.
My GF upon seeing the error msg. found the error in 10 min's, and a fix in 45.
She should work for NCSoft

That was a re-install/update (again) procedure...
Note to self: Read all of post before responding.

I've had to do a reformat of my harddisk
(due to a WGA [Windows Genuine Advantage] error on a valid key)
(changed OS from "XP Pro" to "XP Home")
I installed programs in the following order:
Windows OS (XP Home)
OS Updates
McAfee Virus Scan Enterprise (perpetual ED)
Spybot - Search and Destroy
City Of Heroes
When i try to start the client (after downloading all updates) it gives me an error msg,
(see pic )
and won't continue to the loadup/login process.
NCSoft support say's this is a "known issue", and on their advice i have done the following:
Used NCSoft's GameAdvisor to diagnose system.
Updating Video/Audio card drivers.
Increased paging file size (2048/4096).
Deleted the "coh.checksum file", and restarted client.
Ran HijackThis to diagnose the problem.
Disabled all startup items to make sure that no background programs or processes are interfeering.
Uninstalled McAfee and Spybot software.
Deleted the "City of Heroes" folder entirely,
uninstalled the CoH Client,
created a new folder on C: drive manually,
naming it "City of Heroes",
Installed the Game Client again.
Ran Belarc Advisor to diagnose the problem.
NCSoft says my only recourse is to reformat my HD/OS again to fix the problem.
I'm hoping that the good ppl of the forum community can help me before this becomes neccissary?
