Emp/Psy Help
A brief caveat - people tend to do better with builds they've made themselves, be that with Mids or just by trial and error in-game. Any build will to some extent reflect the playstyle of the person playing that build. The same build with the same slotting will not work as well with a different person driving it. For this reason I always recommend people make their own builds and come to the forums to get criticism and help with fine-tuning, rather than taking full builds from other people and using them. This is my empath's soloing build (the generic IO version and edited to swap in Recall Friend at your request) and it works quite well. You might consider dropping a few of the attacks and working in Leadership if there's interest in doing that (I'd drop Psychic Wail, Psychic Scream and Total Focus if you go that route), since Defenders get good numbers from those powers and there's great synergy between PBU and Vengeance.
In my experience Absorb Pain is a skippable tool since in most cases Heal Other will work almost as well without the significant costs involved in using AP. Since anyone can now make awakens using three of a kind inspirations, I often skip Resurrect. Unlike Mutation, Rise of the Phoenix or Howling Twilight, there's no extra benefit to Resurrect that can't be had with a simple awaken + Clear Mind + Heal Other aside from the resurrected player having full endurance.

This is my team build, always under construction, but nevertheless fun to play. I always have Recall Friend because I love the power.
I've never skipped a power in Empathy because PBU and AP, is crazy fun, especially if you're healing a crazy tank. Trust me, I heal many.
But it's not all about the heals, it's about the secondary too. So try not to neglect that either. You want to have a healthy balance, although I do lean toward the Empathy more when playing a Defender Emp, just my choice.

Ok, so this exemplar build is not that exemplary but it's something to see and tweak and sorry about my misread.

If you want to keep a team well defended, the three powers you shouldn't delay are:
8) Clear Mind (1 slot is fine) - Because mez kills.
10) Psychic Scream (6 slots isn't enough) - Because that puppy's stackable.
12) Fortitude (a medium amount of slots is probably ok) - Because Empathy doesn't really have better options.
Use those three powers as the core of your low level choices, and build around them.
Overall, as with many weak primary/strong secondary combinations, it doesn't hurt to think of yourself as a Psy/Emp and build from there. Don't neglect slotting and using Mental Blast, as that's your best single target debuff, handy against low level bosses. To accomodate your best defensive powers at low levels, you'll have to borrow slots from and/or delay Heal Other and Resurrect -- not a bad deal, since HO and Rez enjoy huge de facto endurance discounts already from Vigilance, and aren't that great anyway (inspiration redundancy).
