Level 50 in Sirens Call - IO Slotting

I'm totally confused now.

Can someone explain me how my /reflexes scrapper's defenses should look like?

How does the exemplar from 50 to 30 affect my stats, enhancements and IO set bonuses?

Would it be different if I was actually level 30 using level 30 enhancements?

Does it help to slot level 30 (or lower) IO sets for set bonuses?

How do you explain this extract from the Attribute Monitor:

Ranged Defense: 30.78%
Combat Jumping: +1.88% from Self
Focused Senses: +20.52% from Self
Agile: +8.31% from Self
Moderate Increased Ranged Def Bonus: +10% from Self

Ranged Defense: 17.65%
Combat Jumping: +1.88% from Self
Agile: +8.31% from Self
Moderate Increased Ranged Def Bonus: +10% from Self

So Focused Senses operates at only 65% efficiency?

In Steel Canyon my ranged defense is 41.79%

What is the optimal way to build for Siren's Call?

Do I have even a remote chance to soft-cap defenses in Siren's Call?

-All Enhancements exemp down to their lvl 30 selves EX. lvl 50 damage IO enhances damage by 42%, a entering sirens would exemp it down to 35%ish

- Set bonus's are only active if they are from purples, pvp ios, or the set ios placed are 33 and below. EX to 3 slot decimation for the HP bonus, all 3 of the set ios would have to be 33 or lower.

It is nearly impossible to soft cap defenses without using outside powers like demonic, shadow meld, tier 9, im willing to bet it can be done, but it would be difficult.
