Issue 15: Anniversary is Live!



Our latest free content update, Issue 15: Anniversary, introduces a wealth of new content and features, including the revival of one of our most popular villain groups, The 5th Column! Heroes and Villains alike will uncover the mystery behind this long dormant foe as they participate in all new Task Force and Strike Force missions. Other major updates include additions to the critically acclaimed Mission Architect system, costumes, character faces, and more. Here's a quick overview:



- 5th Column Task Force and Strike Force (Levels 45-50): Five new Task Force missions pit our Heroes against new threats and bring about the return of old foes. Five new Strike Force missions present our Villains with an opportunity that simply cannot be passed up, forcing them to face off against old and new enemies; some hero, others not.

*By default, characters have only one costume slot and must unlock additional costume slots through activities in the game. Additional costume slots are unlocked by completing costume slot missions at levels 20, 30, and 40, and by using Halloween Event salvage (which can also be bought, sold, or traded via the in-game Consignment House/Black Market).

Under the Hood: Fighting AVs




Using a Fire/Psi Dominator




This is another case study in a series of articles about fighting Arch Villains (AVs) and similar class mobs. These are some of the most difficult mobs in the game. They have a HUGE number of Hit Points (HP), and they do a LOT of damage. And yet with the proper build, it is possible to solo them.



You really need to know about the Purple Triangles of Doom (PToD) if you want to try soloing AVs with a Dominator. This is a visible buff of floating purple triangles that you'll see on most AVs and even Elite Bosses (EBs) who have been scaled down from AVs for smaller teams. This power cycles every 75 seconds, and provides a high level of status protection for 50 seconds followed by no status protection for 25 seconds. If you can hold the AV during the high status protection time, you're half way there.



As a general rule, the PToD provide Magnitude (Mag) 50 Hold, Stun, and Confuse protection. Your average Hold is Mag 3, which means it is strong enough to hold up to Lieutenants. If you manage to stack 2 of them for a total Mag 6, you can hold bosses (who only need Mag 4 to be held). It takes a LOT of stacked Holds to hold an AV. But under Domination, a Dominator using a single Hold power gets a regular duration Mag 3 Hold plus another longer duration Mag 3 Hold. It kind of looks like a long Mag 6 Hold which partially wears off at the regular time. If you can cast holds fast enough, you can stack the 50 Mag that you need. Unfortunately, Perma-Domination (Permadom) is required for this. Permadom means you have enough global Recharge Reduction (usually from Hasten and lots of expensive IO sets) that Domination recharges before it wears off.



All Dominator single target holds last 17.9 seconds, and the extra hold under Domination lasts 26.8 seconds. Assuming 95% slotting for Hold Duration, which becomes 34.9 and 52.3 seconds.



If you can cast 11 holds in 52.3 seconds (one every 4.75 seconds), you can maintain a Mag 54 hold on an AV. Given you can miss; you should aim for 13 holds in 52.3 seconds, or one every four seconds. This is relatively easy for Fire and Mind Control Doms, as their Hold powers activate in a little over a second. They just need enough Recharge to get the 8-second Recharge on their hold down to about 2.75 seconds. It's harder for other Doms who take around two seconds to cast their Holds, as they have to get enough Global Recharge to get that eight seconds down to about two. If you slow down a bit when Hasten drops, use your AoE Hold.



All you have to do is survive for about 52 seconds while spamming holds on an AV. To do that, you need a lot of Luck. Inspirations that is. Pop four before you start, then four more when the first set wears off, and you'll have the AV held by the time the second set wears off - or you can try and "Tough" it out. Get Tough and Weave; your Patron armor; lots of Defense oriented IO sets; Immobilize the AV; only pop up from behind cover to cast Holds; sacrifice some Pets as a distraction; and just keep piling on the holds. The Megalomaniac and Force of Nature Accolades will let you get an AV held faster. They'll wear off early in the fight though, so you can't use them to keep an AV held.



Once you have the AV held, the rest is easy. Walk up to them, bring out your pet(s), and start attacking. Read my article from two weeks ago where I discussed damage and finding your best Damage per Second of Activation (DPSA) attacks. You'll probably want to concentrate on using Melee attacks, as they usually have a higher DPSA. Keep the holds going of course, plus Domination and Hasten, but otherwise pile on the damage. Turn off your Travel and defensive powers to conserve Endurance. Eventually the AV will go down without as much as a whimper. You don't even need to worry about Nukes or tier 9 defensive powers, because they'll never have a chance to use them.



Other than damage and Build Up type powers, the only other power worth casting is Drain Psyche if you happen to be Psi Assault. But boy is it worth it! It's a significant Regeneration debuff. As I've said in previous articles, your average level 50 AV Regenerates about 94 HP/second, but Drain Psyche can bring that down to 24 HP/second. I was actually wrong about that. By slotting Healing in Drain Psyche (say a set of Doctored Wounds), the Regen debuff is enhanced. You can drop an AV or GM down to 0 Regeneration as long as Drain Psyche is up. Psi Assault Doms will be able to solo AVs MUCH faster than all other Doms, thanks to this one power.



I tried soloing some AVs with my Fire/Psi Dominator, and things went pretty much as expected: build up Domination on some other mobs; hit Hasten and Hot Feet; pop four Lucks, and charge the AV. Hit Drain Psyche and start cycling Char, Psychic Shock Wave, Char and Mind Probe. Use more Lucks as needed, and hit Drain Psyche, Hasten, and Domination whenever they recharge. Bring out the Fire Imps when the AV is held. Mash buttons till the AV collapses. It takes about three and a half minutes to defeat the average AV, more for Psi or Fire resistant ones.



Unfortunately, I think Giant Monsters are just barely out of reach for solo Doms. It takes a total of 75 Mag holds to hold a Giant Monster. It's possible to hit that once in a while with a really great build, or with Megalomaniac or Force of Nature, but it's not possible to maintain it long enough to solo a GM. I'd love to find out that I'm wrong.



If you want to try fighting some AVs, or even soloing them, try out my "Level 50 AV Challenge" arc #168611 in the Mission Architect. It has every AV available in the MA spread out over three missions, plus a couple of Giant Monsters in the second mission. If you have a Permadom, you might want to try your luck. Make sure you slot up your single-target Hold power well, and let me know how you do.

Because I Have to Look at You: Special Edition!




A celebration of Trina!




Greetings my dearest and nearest. It is I, Arbiter Reginald Fabulous to not dispense upon you what you should be wearing. No, for this, a new age of fashion is upon us, and I want to take the opportunity to welcome a new goddess into the pantheon of fashionistas: our very own Pocket D maven, Trina the Seamstress.

Trina is a budding talent who, like me, has decided to assist any who come her way, male or female, Paragonian or Etoilian. First, we need to understand that she, unlike Filthy Serge, has a very interesting take on fashion. Trina, you see, embraces something few do these days - MINIMALISM. You see, a lot of what I've seen coming down the runways has been just chock full of crammed in design work, flares and inlaid patterns; sometimes in varied fabrics to give a nice shimmering look. Now, I will admit, I love the liquefactious look as much as the next fashionista, but Trina has brought us back to basics, basics we all need to remember, and in many of your cases, learn outright.



Trina is introducing two new styles for people, one of them, my favorite of the two is called VINES. While at first glance they seem to not have much to them, I realized THAT is why I liked them. As fashion lovers, we are always looking for the bigger, better, more intricate work while forgetting that most of the time, less is more. You don't need to use vines to see this, seriously, in your own uniforms and outfits; I want you to ask yourself, "What can I remove from this, honestly?" Most of the time, you will find by REMOVING, you gain a better insight into your own look. You meet the core of your fashion. Frankly, Trina is doing something that many of us may be overlooking, and have overlooked, something fresh and vibrant, something new and exciting. As Depeche Mode says, "Enjoy the Silence". Allow the silence of a subdued look just make your world a more resplendent case.



Also, our dearest Trina has been working hard on doing more than just modding out our garments. She has actually just finished a training course, thanks to my funding, in cosmetic surgery. She will seen be able to assist your look with injections, face lifts, you name it, and more than just the standard practices we are accustomed to. She is a bit of a savant at it, and I'm so very glad I took her under my wing. You may be seeing some of her new face traits on the street soon. Again, her changes are subtle, but with the small ripples, here and there, it creates a tsunami of fashion.



The thing is, I know that my dear little Trina has been working hard actually with Dr. Aeon as well, and has been inspired by him for a new line that will also be coming down the runways soon. I've gotten a sneak peek at them, and I MUST say, while it's not MY trend, I certainly respect her vision, at least she has one - I'm looking at YOU Serge.



Now then, with all that said, I do feel I should add a bit more meat to this article, as I will admit, a good chunk of what you read, my little squirrels, are the letters to me; I have to work double-time this time around.



For this, I'm going to paraphrase the words of a very wise man I recently met, an icon of fashion that could not approve of me more: Tim Gunn.



The following is paraphrased from his book, "A Guide to Quality, Taste, and Style." In it, he mentioned he got a kick out of me mentioning his lessons in my articles before so I'm taking that as permission.

The problem with many a look these days is frankly, the little people whom we slave for day in and out to look presentable, and attempt to make look like real people instead of the mindless masses they actually belong to is a matter of posture. Bad posture, is something that can make a good, fantastic outfit look atrocious. Take Black Scorpion for example, I've seen how that suit is SUPPOSED to look, but Mr. Slouchypants just makes it look like he's stuck in a rather unpleasant looking muffin. There is no terror, there is no imposingness, there is only grumblypoo.



Imagine a model skeleton hanging in a very chic laboratory. The skeleton is held together by wires and a pole that travels from its base, through the cavity between the pelvic bones, along the spine and up into the skull. Try standing in front of a mirror and imagining yourself suspended in the same manner. Yes, a bit macabre, but a helpful exercise nonetheless. Does your pole travel gracefully up into your skull? Or does it poke out of your neck because your head juts forward? Is the pole knocking into the back of your pelvis because you stand with your stomach thrust out? Yes, I'm looking at YOU, Statesman! Is the pole too long because you allow your ribs to sag into your diaphragm, shortening your torso? Castle, I've seen the pics in Peregrine Island, vertical lines and a bright chest symbol do NOT fool me! On a side note, what darn supergroup ARE you in, anyway? You're supposed to be this big mighty guide for high level heroes, yet all I know is that it's believed you have the power to play chess. Sorry to burst your bubble, pooky, but I can take three bucks to the dollar store and get a set with change back. The standards you poor Paragonians have to endure, my heart bleeds for you.



Where was I…? OH YES!





The best way to make sure that your skeleton is giving you its all is by remembering that just as in clothing; the line is what is important. Nothing on our model skeleton is crunched together or sticking out to the side like Ms. Liberty's hips. Up ' n Away Burger much, honey? Blondes may have more fun, sweetie, but Statesbaby got back and frankly I'm seeing you appearing, not in front of Atlas, but on a Jenny Craig commercial.



The skeleton looks relaxed, ready to samba or hit a tennis ball. If you are having difficulty doing this and I see you, I can really help you learn to emulate getting hung up on a pole attached to your spinal column. I have the resources and I have a large organization to back me up. I can make it happen; I dare you to slouch around me again, Malaise.



Well, it looks at if that is all for this week, I hope to have letters back up soon, CIAO!

I'm dedicating this issue to Cheryl Austin, the new dev who is working in the Character Artist Team. She alone has spawned some of the most interesting sets for CoH I've seen. Many at first passed her works over with a meh, but for one person to handle all that, and have it turn out as well as it did, I salute her. As it seems Posi won't or hasn't had the time to, *I* hereby give her the Dev name of Trina the Seamstress/Trina the Body Sculptress for you I15ers. Posi, if you are reading this, I expect to see her having a red name and posting within a week. Do not make me commit an article about ways to mitigate neon piping on battle suits.

Interview with: Hookecho




Q) What is the name of your group and what made you choose it?



A) Atlas All Stars. I chose the name because I centered the concept on a set of toons that all met in college. All were athletes at some level so the name just fit. I was looking for something that wasn't a rip-off from the comics, of which I really don't have much knowledge - something that didn't sound hokie or like an organized crime/villain outfit.



Q) What is your base designer's name



A) Me, Hookecho.



Q) What server is your base on?



A) Protector, Blue Side



Q) When was your super group established?



A) April 15th 2006



Q) What is the approximate value of your base?



A) About 13 million



Q) How much time have you/your designer(s) invested in your base since you started building?



A) Since the great price reduction, total time about 60 odd hours. Before that, the base sat on a very crowded 8x12 plot for 2 years. That small base was more of spits and spurts building wise.



Q) What is your favorite base item? Least favorite?



A) Since I finally was able to add it, the AES. It just so makes the room. Not sure I have a least favorite.



Q) What is your favorite thing about base editing? Least favorite?



A) Now that there is no pathing, the freedom it gave us. Many moons ago I went to college to be an Architect. Well that didn't work out, what with bartending and the fraternity (go Acacia!), but I am now a 20 year AutoCAD vet, and even though I work all day drawing building structures, it is kind of fun to be able to work with the base builder to express my creative side. Drawing building structural systems all day gets a little bland.


Least favorite thing is that there are many, many items in the game that would really open up a lot of design possibilities for base builders. I'd kill for some nice standalone tech control stations that are decorative and can be placed anywhere. If there is one thing I like the least it is that. It's a small thing really when taken with what we do have and what we can do currently.



Q) Did you get your inspiration from anyone specific or was it right from your imagination?



A) I think it's about 50/50. I do take note of things in the base builders' forums and I rely on my own experience from my professional life. So it's a healthy mix of both.



Q) If you could give just one piece of advice to a new base editor, what would it be and why?



A) Plan it out on paper first. Get some graph paper and start planning out the overall base plot. Nothing sucks worse than getting several rooms done and finding out the next room won't fit. Also see what others are doing in their bases. Forget about how large and grand they are, look at the concepts and see how they did things. Use your own real life experience to add flavor to your design

In the Scoop








As I was traveling through the area of Recluse's Victory, I saw this hero speeding through the zone, stopping quite frequently in front of walls and fences. I was curious to see what the heck this guy was doing, so I chased after him. As I got closer, I saw that he was tacking up advertisements for a fight night in Pocket D. As I stood there reading his poster, I suddenly had this creeping feeling that someone was watching me. As I turned around, I was startled to see that hero standing behind me! I thought for sure a fight would ensue, but he just smiled and asked me what I thought of his poster.



I looked at it more closely and told him that I thought it was quite good. I introduced myself to this hero and told him that I would like to feature him in the Scoop if he was interested. He smiles brightly and says "Sure! Now duel me!" I wasn't sure if he was serious and I guess the look on my face must have given me away, because he then said "Just kidding. By the way, my name is Johnnykat. You can call me JKat."



I began by asking JKat how long he had been a member of Paragon City, and he smiled this seriously white toothed smile and said, "I have been a member of Paragon City for 39 months now and I call Recluse's Victory my home on Infinity. You can find me there most evenings ripping through the zone with my friends."



As JKat and I discussed his work, we suddenly realized that we were surrounded by other villains. JKat turned to me and said "Uh oh. Time to go! Meet me in Pocket D!" With a big smile on his face and laughter in his voice, he quickly darted past the group of villains and zipped through RV with the villains in tow.



I slipped out of RV and headed for Pocket D. As I walked into the club, I saw more of the fight night posters by JKat, posted about the walls. I again had that creepy feeling that I was being watched. As I turned around, I see JKat standing there all nicely dressed and with his portfolio in hand. We laughed as he told me about his grand escape from the villains while we walked upstairs to the conference room where we would be able to spread out some of his work across the big table.



As JKat placed some of his work out on the conference table, he said, "I drew a lot as a kid. I remember drawing a lot of 80s cartoon stuff – GI Joe, Transformers, etc. As a kid, I used paper the most to draw on. I really liked pencil, pen and ink, and markers."




I asked JKat if he had a favorite CoX piece. He took a moment to think and then began to rummage through the work he had spread out upon the table. "This one is my most favorite piece!" JKat held up the picture for me to see, and then said "This one I did for the City Scoop Memorial Day publication. I didn't have a lot of time to pull something together, but Civil Right is what I came up with."



I asked where JKat got his inspiration from. He replied, "I get my inspiration from a lot of different places. Comics, old art books, renaissance artists, my peers, and lately from a fellow CoH player who has been very inspirational for my recent creative flow." JKat continued, "I have a lot of comic-themed projects in the works. You can see some examples of those currently on my Deviant Art page." JKat showed me a piece called Dragon Knight and said "This one is from my D & D days. I have more of them stashed somewhere."



I asked JKat if he does commissions. JKat brightened up and said, "Yes I do take commissions. My schedule is a little crazy at the moment, but if anyone would like to know my rates and turn-around time, they can contact me here in the forums or through my DA page." JKat added, "The City Scoop is more than welcome to use any of my art that they wish to use."



It was getting late, so I asked JKat if there was anything else he would like to share with the City Scoop readers. JKat took a moment and replied, "I would like to tank you, VexXxa, for your interest and taking the time to interview me and for putting my work out there for the other CoH art fans to view. Thanks again!"



I thanked JKat for his time and with that, we retreated to our respective sides of Pocket D and exited the club.
