Well, Corrupters do more damage than Defenders, so if offense is your main deciding factor, you should probably roll a Corrupter.
Along that line, if offense is what you're looking for, you should probably pick a different blast set. I can understand thinking that Electric Blast goes well thematically with Storm, but Ice Blast kinda works as well, and Ice does a whole lot more damage. Ice also has 2 rain powers it in, and Storm likes rain powers, since you are very good at keeping people in a specific area, but it takes work to do so. Rain powers allow you to be killing them while you are herdicaning them, so it's win win.
If you hit them with Hurricane, they get 10 seconds of debuff. You could get them where you wanted with Hurricane, drop Freezing Rain on them, pop Aim, then hit them with Ice Storm and Blizzard. Blizzard will make your Hurricane drop, but they will probably all be dead before 10 seconds is up.

Both solo well, both team well. The biggest difference between the two, so far as I can tell, is whether you're doing redside content with redside teammates, or blueside content with blueside teammates.
And the APP vs PPP of course. If you've got your heart set on Thunder Strike, blueside is the way to go, at least until we find out what Going Rogue is doing with the pools. Ditto for Electric Shackles and redside.
Also, as far as I can tell, Issue 15 doesn't change anything with either defenders or corruptors. You can roll either right now.
I came here to get some help witha new character I am wanting but wanted to see thoughts for people who do have them.I am wanting a storm summer of some sort but I prefer Storm summoning/electric but with the new issue 15 would making a corrupter Electric/storm summoner be better for offensively?
