Perception IO question

Does that mean i have to have a power that grants perception like tatics, or can i put it on if i dont have any perception powers?

All you need is a power that can take To Hit Buff sets. Put the IO in that power and you get the 20% perception bonus. (You are talking about the Rectified Reticle Unique, correct?)
