One of two things needs to happen with the SG base registrar. Either A) it needs to be directly listed on the map or B) something else "important" needs to be within the building so that the new addition is listed on the map. Unlike the hero bases, the villain base registrar is not in a building that is naturally seen by default on the villain side. While putting the building more or less at the exact spot where the Marconeville neighborhood marker is on the map was a good idea, this doesn't show up for someone who has just entered Port Oakes. Plus, it isn't intuitive to someone who doesn't know that's where the SG building is.
