Where is the contact for the new TF, hero-side?

Here's my story...I'm trying to check out the new task force for I15--the one that features the return of the 5th Column. However, much to my misery, I can't find out where to start!

I know that the contact's name is Dr. Kahn, and that he's located in Founder's Falls, but beyond that...nothing. No icon on my map, no pop-up, no nothing. Very lousy move if you're trying to advertise new content.

Does anyone know where that guy can be found? I'd much appreciate the info, thanks!

Characters presently in use on the Virtue server:

Neon Flash.-- Mutant Energy/Elec Blaster.

Dr. Centron-- Technology Robotics/ForceField Mastermind.

If you haven't found him yet - he's across the street from the Vanguard depot, near the tram.
