5th Column are on the moon. They stole Portal Corp. technology, stole Warburg's nuclear weapon technology, built a lunar missile launching facility, and are currently in the final phases of holding all of Paragon City at ransom.
I think the ITF suggests there are still big plans for the Column in CoH's future.
What if Warburg was taken over by the 5th Column following their reemergence? Or Perhaps every time there is a missle launch some other group could take over WB until the next launch. I know its not a zone used by everyone, so there probably isn't much reason to change it.
On a similar note, what if the 5th Column had a noticable presence in the RWZ following their return.
