Random Large Inspirations(Merits)

Were these moved to a different range than 5-50(I14 patch notes)? I always use whatever merits a lowbie has accumulated to buy them if I am going to delete that character, however I was unable to do so on a level 5 character. While it isn't a huge issue, I just want to know if this is a genuine bug, or the range was adjusted(I couldn't find anything about it in the patch notes).

Was the character actually level 5 (having trained up), or were they combat level 5 (haven't trained up)?
