I was able to log on without any issues last night. Today, after the patch, the program stalls on the Loading screen, when I ctrl-alt-del, it shows City of Heroes is Not Responding and my CPU usage is 100%.
I don't know how to get a Hijack This or DXDiag.

Have you checked to see if your firewall is blocking it after the update?
From the Common Solutions thread :

People also often have trouble with their computer locking up right when they try to log in, particularly right after an update to the game. This is often caused when a firewall program recognizes that the program has changed and prompts you to see if you want to let it connect to the internet. Unfortunately, if you have the game up in full screen, that prompt might be behind the game. But you cant get out of the game because its too busy trying to connect! Normally, if you just wait a minute or two, the game will give up and give you an error message. Then you can alt-tab out and answer the firewall prompt.

"Chew Electric Death, Snarling Cur!"
Tried that with Tech Suppport help. Had to come to work before I could update this thread. Turns out Herostat is not playing nice with City of Heroes after today's update.
