Windowed Mode

When you change the setting in game, hit apply. Then exit to log in screen, then exit the game. Then re-log and it should work. If it doesn't, try setting it outside the game with:

Recently bought a new stationary computer and installed City of Heroes on it.
Everything went well until I tried to go into Windowed Mode (I run two accounts, so I need two windows). When I try to set it into Windowed Mode and restart the client, all that happens is that CoH is set for a smaller resolution, but it is still not windowed but still full-screen.
What more do I need to do?
I have done this with three other computers in the past, without any significant problems.
