Try copying the updater to your desktop and run it from there and point it to the correct C:/programs/City of Heroes directory.

The CoX updater just loops between "Fixing COX.EXE" and "Downloading File Manifest."
I've let this thing run for two days now and I get nothing!!!!!!!!!
