I don't remember if it was I12 or I13 which did this but I remember that if I ever got into a tight spot, I could TP out of there and gather my bearings but now I can't. If I'm getting beat around, that's pretty much it for me. So what you're saying is that there's no hope for /stone?

Yep. But according to the devs your predicament is impossible because I13 made all sets equal for PvP purposes.
Just do what everyone else is doing and roll an SS/Fire.

So I waste end trying to tp into position to attack and the end up getting hosed by blasters. I also noticed that I never see any /stone brutes in RV (I play on Guardian and Freedom). My question being is /stone an obsolete build for pvp? If not then how would I "fix" the downfalls?

I bring my stone in rv all the time. Use taunt on the ranged to make them have to get closer to you. Also would help if you can mez them somehow. Also a ton of recharge will help.
