How do I record video from another source?

The program I use to record footage from a DVD is called ImTOO DVD Ripper. (I forget what version they're up to now.) That saves the files for me in... either WMV or AVI format, I forget which. I think they still have a 30-day trial version (or one of those where it's free but you can only record 5 minutes at a time).
If someone has an AVI with footage I want to use, I simply download said AVI, open it in Sony Vegas Movie Studio (or Windows Movie Maker or whatever) and just clip the footage I need.

For isntance, I want to rip a clip of footage out of a DVD or an AVI file, what kind of program could I use to do that easily? I've looked around over the years but never found one online. I figure someone here must know...
