They haven't been completely disabled. What you need to do is go into your messages, click on the notes tab there and physically type in the persons name you want to send the note to.
It was done to stop the spambots.

If the person is on your watch list you can choose the drop down menu and choose their name...

Guess I've been lucky then... or unpopular enough. 
Also what you can do is go into your notes and there will be a drop down that has all your friends listed in it in alphabetical order. Just search through that and find the person you're looking for.
I know because i have had to do that recently as well!
